Will Karim Khan actually arrest Netanyahu?

As of mid-2025, the ICC issued arrest warrants for Benjamin Netanyahu and former Defense Minister Yoav Gallant in November 2024. Karim Khan as ICC prosecutor initiated the warrants, but he does not personally arrest anyone. The ICC has no enforcement arm, so arrests depend entirely on member states. If Netanyahu travels to any of the 124 ICC member countries, those states are obligated to arrest and transfer him to The Hague, though compliance is far from guaranteed given political pressures. Major allies like the United States are not ICC members and have opposed the warrants. In practice, the warrants constrain Netanyahu's travel but a physical arrest is unlikely unless he enters a cooperating jurisdiction willing to act despite diplomatic consequences.
